Frank Akpadock, senior research associate, Center for Urban and 
Regional Studies, presented a paper titled “Central Cities and the 
Suburban Interdependence Hypothesis: An Empirical Examination of the 
Debate” at an International Planners Conference in Winnipeg, Canada. 
The conference was titled “Planning in Challenging Times.”
