Brief Description: 
Preston County is in the north central region of West Virginia located east
of Morgantown, Fairmont, and Clarksburg and about 60 miles southeast of
Pittsburgh, Pennsylvania. Its northern boundary line is a part of the West
Virginia state border with Pennsylvania, also known as the Mason-Dixon Line.
Its eastern boundary line is a part of the West Virginia state border with
Maryland. It was formed in 1818 from Monongalia County. The county is named
after James Preston (1774-1843), a veteran combat officer of the War of 1812
and a Virginia governor.
                             
The county is rural with a current territory of 651 square miles and a
population of 30,115. Its county seat and major city is Kingwood (pop.
2,944), located in the center of the county. Other towns are Albright (pop.
247); Brandonville (pop. 102); Bruceton Mills (pop. 74); Masontown (pop.
647); Newburg (pop. 360); Reedsville (pop. 517); Rowlesburg (pop. 613);
Terra Alta (pop. 1,456); and Tunnelton (pop. 336). Interstate 68 runs east
to west through the northern part of the county. The county also has rail
connections. The Cheat River is the major watercourse, flowing generally
south to north, through the center of the county. The southeast corner of
the county is the northernmost part of the Monongahela National Forest. To
the immediate north along U.S. Route 50 is Cathedral State Park. Along
Interstate 68 on the border of Monongalia County is part of Coopers Rock
State Forest.

Major employment is in manufacturing, health care and social assistance, and
retail. About half of manufacturing employment is in the making of wood
products. One-quarter of manufacturing employment is in primary non-ferrous
metal manufacturing. More than half of the employment in health care and
social assistance is in ambulatory health care services or nursing and
residential care facilities. There is noticeable economic activity and some
employment in coal mining, with five times more tonnage produced from
bituminous underground mines than from surface mining. There is also some
forestry and logging activity and employment, with the county being in the
West Virginia Hardwood Alliance Zone. Agriculturally there is some raising
of horses, but major production is in corn, dairying, eggs, forage, and
livestock.

Major Responsibilities: 
This position will be primarily responsible for conducting WVU Extension
Service programming in the area of 4-H and youth development and will be
affiliated with the WVU Extension Program Unit for 4-H Youth Development.
The successful candidate will also work with family and health programs and
will facilitate other Extension programs based on identified needs in
Preston County. The selected candidate will be involved in developing
programs to enable children, youths, and families to build on their
strengths, manage their resources, and expand their capabilities for the
future. He or she will work closely with the second agent to coordinate
integration of programming, especially in the area of youth agriculture.
Major responsibilities include:

Evaluate local needs and determine appropriate subject matter and teaching
methods relevant to Preston County communities. 
Integrate research-based knowledge into the development and implementation
of Extension programs; 
Support statewide initiatives such as camping, volunteer management,
reaching underserved audiences, health promotion, agriculture and natural
resources, community leadership development, and literacy; 
Recruit, train, and develop a management program for a diverse audience of
volunteers; 
Conduct research and evaluate the results of teaching, research, and service
in terms of measurable impacts and outcomes; 
Serve on a multicounty program team and support statewide program
initiatives of the 4-H Youth Development Unit such as curriculum, camping,
literacy, volunteer management, and   reaching the underserved; 
Conduct teaching and public service programs in identified priority areas; 
Enhance youth programs through involvement of youths and volunteers in a
variety of educational experiences such as 4-H clubs, special-interest
groups, camps, youth agriculture programs, and literacy programs such as
Energy Express; 
Develop leadership capacity among community volunteers to support Extension
programs; 
Develop effective collaborative programs with Extension faculty in
neighboring counties to provide a broad array of integrated, multicounty
programs; 
Provide support for the operation and development of the Preston County 4-H
camp facility in Brandonville; 
Assist with development of educational programs to promote agriculture and
marketing of agricultural products and the development of other types of
small, rural-based businesses; 
Serve as an adviser to the Preston County 4-H Leaders Association, a teen
leader organization, and the Community Educational Outreach Service (CEOS); 
Support statewide family and health initiatives such as diabetes education,
food safety, elder care, and child care; 
Provide leadership for the Family Nutrition Program in Preston County;
supervise the Nutrition Outreach Instructor who works with FNP programs in
the county; 
Build community support through a diverse and effective network of agencies,
businesses, and civic groups to sustain relevant and high-impact Extension
programs. 
Develop financial and in-kind resources to support priority program
initiatives. 
Qualifications: 
A masters degree from an accredited institution of higher education is
required. 
At least one degree in a field relevant to families and youth, including
education. 
If the required masters degree is not in the specified academic field,
applicants may qualify with any masters degree plus three years of work
experience in the required fields. 
Documented evidence of success in providing leadership for community-based
youth and adult programs is required. 
Documented evidence of ability to use research skills, assess needs,
evaluate programs, and conduct applied research related to area of
placement. 
Documented experience in volunteer management, supervision, resource
development, and team leadership. 
Candidate must possess skills in group facilitation, team-building, and
conflict resolution. 
The successful candidate will be able to demonstrate strong interpersonal
skills, as well as proficiency in oral and written communication, teaching
ability, and computer skills 
Special Requirements: 

Ability to pass a criminal background check 
Ability to meet travel demands of position (occasional overnight stays) such
as 4-H youth camps, conferences, professional development session/trainings.

Required to take and pass the WVU Drivers Safety Training exam. 
Willingness to work flexible work hours, including some nights and weekends 
Ability to lift and carry materials needed to conduct trainings and perform
duties of the position. 
Research and write regular topical articles for newspapers, newsletters, and
web sites in collaboration with WVU Extension Service Communications. 
Salary:

Salary range for position is $39,000 to $43,000. 
Salary will be commensurate with professional qualifications. 
This is a 12-month, full-time, tenure-track position with the West Virginia
University Extension Service. 
Appointment to the position is subject to the approval of the Preston County
Extension Service Committee.
